One Utility Strike Can Pay for Years of Technology

When construction companies evaluate new technology, the first question is almost always, “What’s the return on investment?” 

It’s a fair question. New software, GNSS equipment, mobile devices, and digital workflows all require investment—not only in purchasing the technology but also in training employees and adapting existing processes. 

But perhaps the better question is this: 

What is the cost of doing nothing? 

Every contractor understands that utility strikes are expensive, yet the true cost often extends far beyond repairing a damaged pipe or cable. 

A single utility strike can trigger project delays, emergency repairs, traffic disruptions, environmental cleanup, regulatory investigations, insurance claims, overtime labor, and damaged relationships with both clients and the public. For critical infrastructure such as fiber, gas, or electrical utilities, even a relatively small excavation mistake can have consequences that ripple through an entire project schedule. 

Industry data suggests these incidents remain far more common than many realize. According to the Common Ground Alliance’s 2024 DIRT Report, nearly 197,000 utility damages were reported across North America during 2024. Even more concerning, the industry’s damage index increased compared to the previous year, indicating that progress toward reducing underground utility strikes has stalled despite advances in technology and awareness. The report also found that just ten recurring root causes account for approximately 85% of all reported damages, suggesting that many incidents are both predictable and preventable. 

Technology alone will never eliminate utility strikes. Good planning, proper locating, safe excavation practices, and experienced operators will always be the foundation of damage prevention. However, technology can reduce uncertainty. 

Accurate GIS data helps crews understand existing infrastructure before excavation begins. Survey-grade positioning improves confidence in asset locations. Mobile documentation creates an auditable record of field conditions. Geotagged photographs provide evidence of utility markings before work starts. Cloud-based collaboration ensures everyone is working from the same information. 

None of these tools replace good judgment. Instead, they help reduce the number of unknowns that often lead to costly mistakes. 

Perhaps one of the greatest benefits is documentation. When disputes arise after a utility strike, being able to demonstrate exactly what crews saw, where they were standing, the accuracy of their positioning, and what conditions existed at the time can prove invaluable. Good documentation protects not only infrastructure but also the organizations and people performing the work. 

As infrastructure investment continues to accelerate across North America, excavation activity will only increase. More projects mean more interactions with buried utilities—and more opportunities for something to go wrong. 

Rather than viewing digital construction technology as another operational expense, organizations may benefit from viewing it as part of their overall risk management strategy. Preventing just one significant utility strike could offset years of investment in better field documentation and spatial data management.
